Just bails out the teams that intentionally overspent or bumps up the salary asks for the lower tiered free agents that weren't the first priorities.

According to Naylor and Lalji the dollar value available from revenue sharing was known about a week prior to the communications window opening. However the CFL then had to go thru discussions with the CFLPA over how to distribute it. There were multiple options with using a portion or all of it to increase the SMS being only one of them. They also could have put some into training camp stipends, playoff bonuses or the pension. It wasn't until yesterday that the CFLPA decided to put it all into the SMS allotment.
