Everyone give me an "awwwwwww"

I gave Tom Wright a call today courtesy of the phone number listed in a thread here and I actually got through to Tom Wright.
Basically I expressed concerns about our team's ability to compete. I told him that I'm a huge supporter of the CFL and have seen approx 140 games live in the last 14 years. And I asked him point blank what was the point in wasting my time, money and peace of mind in supporting my team and the league when my team doesn't have an even playing field to play on. I said that there has been plenty of opportunity to institute a cap in his time with the league and that year after year there is always talk about a cap but nothing tangible has ever come of it. I told him that the perception out there is that all of the talk about a cap is nothing more than lip service.
Wright then told me that the NFL took 10 years to get a cap in place. He said that they want to work on a realistic and enforcable salary structure and they need to wait until they can figure out how to enforce it. He said that it would've been great had a cap been in place last year or the year before or whatever, but that it wasn't possible. Mentioned that the NFL has a department that polices it's salary cap and that it has twice as many people in that one department than the entire CFL office. Wright said that he doesn't even have one guy to do any of the policing.
Sounds a lot like excuses; I'm sure that if he really wanted to they could've had something set up by now, but he swears up and down that the talks about the cap are genuine and they are actually trying to implement something. He reiterated this several times.
Excuses or valid reason? You be the judge.
