Jabari Arthur, one of three players that the Winnipeg Blue Bombers acquired from Calgary last Sunday, will undergo surgery to repair a broken bone in his foot and will be gone for the season, Bomber director of player personnel John Murphy confirmed late this afternoon.

To be fair, they didn't make that trade to have success this season. Perhaps Arthur even could have come back, but Kelly put him on the 9 GIR to ensure that he'd be full go for next season. This season is dead for them, they're not making the playoffs and they need to start looking ahead.

*edit* I just checked the standings and realized that both Toronto and Winnipeg are 2 games out of a playoff spot. I'm surprised, and maybe this season isn't dead for either of them yet, but you have to think it'll be tough for either of them to scrape back and make it to the playoffs.

So, the only effect of Arthur coming to the Bombers is that they now have to pay his salary for the rest of the year

I read a quote from Kelly saying all these guys are young and on extended contracts. Perhaps Calgary signed him to an extension and it just never made the media. Calgary seems to be pretty tight-lipped about that stuff since Huff took over.
