    They're allowed to select 2 QBs, and once a QB (or kicker) is selected, they can't pick any other imports from that team (obviously).

The structure of the draft was announced on January 19, 2011, which described one round for selecting import players and two rounds for selecting non-import players. Additionally, if the Ottawa franchise begins play in 2014, they will be given the last pick in each of the first four rounds of the 2013 CFL Draft and the first pick in every round of the 2014 CFL Draft. The draft is tentatively scheduled because Ottawa's status as a franchise in 2014 is still conditional upon the completion of Frank Clair Stadium.

      Rules of the Draft

      Ottawa will select three players from each of the eight existing teams for a total of 24 players. Ottawa will select eight import players and 16 non-import players with quarterbacks, kickers and punters eligible within their respective import/non-import categories.             Thanks for the info GWN. Just wondering, if say the Esks have a player becoming a free agent Feb '14, and Ottawa drafts him in Dec '13, would the Esks have the ability to sign him as a free agent a couple of months later if he doesn't sign a new contract with Ottawa prior?

              I believe that they would. I think, in that case, Ottawa would just be drafting the negotiating rights until the contract expired. Ottawa would certainly want to be pretty gun-shy about signing players that were destined for free agency... something that could be worked into teams' strategies leading up to this.

                Those details are still being discussed. Cohon has the power to make changes to close any loopholes. I think he will watch closely. But there is no way in my mind that he will allow teams to hide players in a FA cloud.

                Things he could do is change the date of free agency to an earlier date. He could also impose a compensation for drafted players who return to their original team.

                    Right, but Nichols is still very green. If he had as much time as a backup as Porter and McPherson have, do you think he wouldn't be starting ahead of Joseph and Jyles? That's my point. If these guy's were good enough, they'd be starting right now. Somewhere.

                      Porter has been given every shot and has never taken the ball and run with it. I agree with you on him.

                      As for McPherson, I'm still not sure what to make of him. He's shown flashes but they've always been in mop up duty or meaningless games. He seemed content to back up in Montreal for the past few years so he's never really had a true chance to show what he can do. I think he has more ability than Porter does but I don't think he's been given the chance to show it. Maybe it's too late for him to show it as well?

                        ET who is no longer here might have had a hand in those type of decisions...I don't see the combo of EH/KR doing that now that they are no longer under his very dark shadow...I am hopeful that they will make decisions based on what wins them football games and that salary or who found which player (credit) will no longer enter into the equation of making player personnel decisions both in terms of who gets signed or in regards to in game decisions on who plays (which will prevent things like having 2 kickers running out onto the field at the same time)...I have much more faith in the current management team sans the Red Menace applying pressure on who stays and who plays...if Nichols wins out in camp then I believe he'll be our starter even if they do shell out more money and also sign a guy like Reilly to come in and compete against him...they're big boys and are able to take a little criticism from some radio jockey who might give it to them for signing a Reilly to big money and then going with Nichols instead unlike some other overly sensitive management types who shall remain nameless.

                          Well said and I think having 2 kickers run on the field at the same time was probably the lowest point of the season last year
