It's a difficult decision for a team to change gear on their QB depth now. This isn't early in the offseason like when he was working out with other teams. Many teams that worked him out were still in playoff runs when he signed with the Jags. When he started his workout tour in early December there was still several games to go that would impact draft order. When Indy saw him they were in #7 draft position but still could have found themselves picking anywhere from 2nd to 15th. Fast forward to now and the QB depth charts are entirely different and with 1 thru 3 being set. Teams with young starters went out and acquired veteran backups. 18 QBs were drafted. Nobody was going to claim Rourke and annoint him their #2 over guys who have been their working with the coaches and offense since the first mini-camp. They'd really be bringing him in for the same role he has in Jacksonville, PR as the emergency #3 IF they actually add him to the 53 for game day. That's the Catch-22 of the 3rd QB rule. A team using it has to have him on the 53 which of course means 1 less option to have at hand for other positions when it comes time to submit the game roster. I think teams opting to use the optional 3rd QB will be very few.
Two other aspects to consider. Any team claiming Rourke would have to waive (and risk losing) someone from their 53 to clear a roster spot. They couldn't simply move that player to their PR. Similarly they would have to subject Rourke to waivers if they wanted to move him from 53 to PR. Also there's the matter of Rourke's $216K guaranteed money. This was not signing bonus. It's considered part of the club's dead cap space for the regular season. Presumably a team claiming him would also assume that guaranteed and cap hit as the money will be paid out during the season. Parking meter change in the grand scheme of the NFL but still a consideration.
In general after having worked with 90 players thru camp and gone thru the painstaking excercise weeding them down to 53 like to continue down the path of going with and developing the guys they have. It's no surprise that as of yesterday out of roughly 900 players waived only 24 were claimed and none were QBs.
Chances Rourke would be claimed on waivers were always next to zero unless a team felt that after camp and preseason they have a real disaster in the making on their QB depth chart. Once some teams get hit with injuries though all bets are off.

I had thought Rourke was a lock to stay on Jacksonville's 53 or be claimed after his preseason play. But that was when, up until a few days ago, I was working on the false assumption it was mandatory teams had an emergency #3 available on game day. HavIng a 3rd on the 53 who can be activated mid-game remains optional. Majority I believe will continue to have only 2 on the active 53 man roster and keep a 3rd on the PR. They will continue to gamble that the disaster that befell SF in the NFC Final won't happen to them, at least not in the regular season. Come playoff time when such disaster might end their season they might plan differently. Then again if a team finds itself having to activate that emergency #3 mid-game they are probably already done like dinner.Originally posted by Looner View Post

Yup. Folks get mad when calls get made. They get mad when calls aren't made. Then they complain that the refs are calling too many penalties. All in their opinion of course after having watched 15 slo-mo replays.Originally posted by Looner View Post
